$26,696 IN GI BILL OVERPAYMENTS AT GEORGE WASHINGTON U., VA WATCHDOG FINDS

By VA Headlines - Published Nov 4, 2026 - Source dated November 4, 2026 (VA Office of Inspector General)

Eight of 37 sampled Yellow Ribbon Program students at George Washington University (GWU) in Washington, D.C., did not receive the correct Yellow Ribbon payments in the 2026 academic year, the VA Office of Inspector General (OIG) found. That is 22% of the sample. Five of the eight were overpaid a total of about $26,696, about $22,153 of it VA's share. The other three were underpaid about $3,012, about $2,108 of it VA's share.

VBA agreed with the errors, corrected what was owed to the students, and recouped the money owed to VA from GWU, OIG says. Overall, OIG found GWU "generally ensured" veteran and beneficiary enrollments were accurate and benefits were received appropriately, so it made no recommendations. OIG published review 26-02655-240 on November 4, 2026. It covers August 1, 2025, through April 30, 2026.

Why OIG looked

House Veterans' Affairs Subcommittee on Economic Opportunity Chairman Derrick Van Orden asked for the review in May 2026. Students in GWU's accelerated MBA program said their enrollment wasn't being certified correctly, which kept them from the maximum GI Bill monthly housing allowance. They had also been told they might owe summer tuition. OIG found the program's short, nonstandard course terms meant students who were full time to GWU did not always qualify for VA's maximum housing rate.

Key findings

  • Housing certifications changed: In April 2026, a GWU associate vice president and deputy dean of students gave a school certifying official enrollment letters to "ensure that the students get full housing allowance," OIG says. On April 15, 2026, "despite knowing" the students did not qualify under VA's published chart, the official amended their spring certifications. That produced about $9,815 in housing overpayments to 6 of 7 accelerated MBA students, from about $390 to $1,948 each. VBA had the certifications corrected, and the six students received VA debt letters. OIG says it referred the certifying official to the Justice Department, which declined the matter. The report names no students or school staff.
  • Summer tuition: Accelerated MBA students were told they could owe an estimated $23,571 each for summer tuition and fees after using up their GI Bill and Yellow Ribbon maximums ($29,920.95 plus $35,000 for the year). GWU has since told them it will cover that summer tuition, plus any taxes, at no cost to them: about $12,720 to $20,587 each, paid from GWU's budget. OIG found GWU did not violate its Yellow Ribbon agreement with VA.
  • Summer housing error: In mid-June 2026, VBA found GWU used the wrong modifier on summer 2026 enrollments. 64 veteran students were overpaid housing allowance for May and June, about $65,588 in all ($16 to $4,133 each). GWU told the students to send it their VA debt letters so it can repay VA for them, OIG says.
  • Housing sample: In a random sample of 39 of 748 GI Bill students, 4 (10%) got incorrect housing payments: about $5,554 overpaid and $620 underpaid. VBA sent corrections.
  • Stipends: GWU paid the seven accelerated MBA students about $27,886 in stipends to cover the gap they believed existed in their housing allowance.
  • Program approval: GWU did not get separate approval for the accelerated MBA from D.C.'s state approving agency. Because of that agency's unsatisfactory performance, VBA is taking over approval and oversight for D.C. schools in fiscal 2027.

What happens next

OIG made 0 recommendations but says it will monitor VBA's planned Digital GI Bill fixes for nonstandard terms and Yellow Ribbon certifications. VBA concurred with the findings in October 2026. GWU's accelerated MBA is being replaced by a flex MBA program starting in fall 2027. OIG does not allege fraud in this report.
